The effectiveness of the federal integrity commission in light of the obstacles it encounters

Abstract

The Federal Integrity Commission is considered one of the most significant oversight bodies established pursuant to Order No. 55 of 2004 (now repealed) and the regulatory law annexed thereto. It was subsequently reaffirmed by the effective Constitution of the Republic of Iraq of 2005, which conferred upon it a range of powers aimed at enabling it to fulfill its duties in combating administrative and financial corruption, and in promoting a culture of integrity, uprightness, transparency, and accountability with impartiality, sincerity, and honesty. Despite the numerous challenges, difficulties, and obstacles that may hinder its operations, the Commission has succeeded through its legal and regulatory mechanisms in achieving a number of accomplishments in the field of combating administrative and financial corruption. Therefore, it is imperative to examine the nature and legal framework of the Federal Integrity Commission, identify the obstacles that impede the realization of its objectives and the performance of its duties, and highlight its most notable achievements in light of such constraints.
